青少年偷窃网络电缆却因未成年身份无法被捕
菲律宾马尼拉市的第410社区居民抱怨称，由于青少年频繁偷窃该地区的电信电缆，导致该地区居民无法正常上网。
社区官员表示，青年人在剪断网络电缆后，电缆就悬空了，而这些电缆又被过往的车辆拉下来，最终导致电线杆倒塌。
电线杆倒塌前，社区官员已经逮捕了涉事的六名青少年，但由于四人仍为未成年人，因此被当局立即释放。据称，他们在马尼拉市等地剪断电缆，并将其出售。
