菲律宾移民局(BI)局长诺曼·陈新戈(NormanTansingco)提醒其员工，特别是派驻在机场的一线移民官，不得在节假日期间向旅客说出或问候“圣诞快乐”(MerryChristmas)。陈新戈表示：“现行政策是禁止移民局人员说出或问候‘圣诞快乐’，特别是机场的移民官员。因为此举会让人感觉到移民官正在索要礼物或小费。”
