菲媒称，此事件是在前内政和地方政府部(DILG)部长拉斐尔·阿鲁南三世(RafaelS.AlunanIII)发表的一篇引热议的帖子之后被发现的。
根据报道，菲律宾一些不愿透露姓名的高级安全官员表示，他们正在调查数百甚至数千名中国大陆人。据悉，这些人已获得政府许可和其他许可证，允许他们持有菲律宾护照。
