菲律宾厘务局(BIR)局长罗密欧·卢马吉(RomeoLumaguiJr.)在预算听证会上向参议院透露，该机构因薪资水平过低导致还有7000个职位至今空缺。
卢马吉在回应参议员张侨伟(SherwinGatchalian)的问题时表示：“我们的主要挑战是，相比其他政府机构和私营部门的律师和会计师相比，我们的薪资水平较低，因此在招聘人员方面存在困难。没有竞争力。”
厘务局在2024年的预算为149.4亿披索，该机构为财政部的附属机构。
