导读：菲律宾大马尼拉发展署（MMDA）署长阿巴洛斯（BenhurAbalos）周四（10月21日）表示，在第三级警戒状态下，国家首都地区的未成年人或18岁以下的人无正当理由，仍然不允许去商场和公园。另一方面，允许儿童跨区旅行，但要受到当地政府的限制。根据国家政府三级警戒状态相关规定，他们还必须由其父母或成年监护人陪同。
