2月28日，中国驻菲律宾大使黄溪连在脸书发布贴文表示，菲中（政府对政府）合作的又一个里程碑！中国和菲律宾刚签署了纳卯河大桥的详细工程设计和施工监督的谘询服务商业合同。
黄溪连表示，签订合同后，顾问将进行岩土勘察、大地测量和数据采集，进一步完成详细的工程设计。勘察设计预计在6个月内完成，项目施工监督工期为24个月。
