当地时间10月12日，马尼拉市敦洛区(Tondo)突发公安事故，某在建高速公路的起重机疑似因为操作不当，导致数十个钢管及吊臂直接“插入”一旁的民房。
其中一名受影响的居民表示：“我们在一声巨响中醒来，当我打开门的时候，我看到好几十个钢管以及吊臂落入我们的房子。这很可怕，因为我和我4岁的儿子在一起，如果再偏离一点点，击中的可能就是我们自己。由于钢管挡着下楼的去路，我们当时也不知道怎么撤离。”
该女子随后向邻居求助，才得以安全撤离住家。
