该部表示，在三种情况下需要此类许可证。

>希望更新黄金签证持有人的工作许可证和合同的雇主。
该部解释说，如果他们正在申请工作并且是黄金签证持有者，则同样的规则和程序也将适用于在父母居留签证上登记的家属。
获得黄金签证的雇主与工人之间的工作许可证和合同将继续有效，并受所有适用的阿联酋法律的约束。
